The United Nations Security Council bears primary responsibility for the maintenance of international peace and security under the UN Charter. Comprising fifteen members five permanent members (China, France, Russia, the United Kingdom, and the United States) each holding veto power, and ten elected non-permanent members, the Council is the only UN body with the authority to adopt binding resolutions on all member states, mandate peacekeeping operations, impose sanctions, and authorise the use of force.
UNSC operates under a specialised Rules of Procedure that differs substantially from General Assembly committees. Delegates must navigate the procedural dynamics of a small, high-stakes chamber including veto threats, procedural blocks, and the constant pressure of geopolitical alignment, while constructing resolutions capable of surviving the competing interests of major powers and regional blocs.
This committee is designed for advanced delegates who are thoroughly comfortable with MUN procedure and ready to engage at the most demanding level of conference diplomacy. Delegates should arrive with a strong command of international law, a nuanced understanding of the foreign policy positions of their assigned state, and the negotiating skill to operate effectively in a chamber where every word in a resolution carries consequence.
