About This Committee

International Civil Aviation Organization

The International Civil Aviation Organization is the specialised UN agency responsible for setting the international standards and recommended practices that govern civil aviation worldwide. Established by the Convention on International Civil Aviation (Chicago Convention, 1944), ICAO develops the technical, legal, and environmental frameworks, known as Standards and Recommended Practices (SARPs), that underpin the safety, security, efficiency, and sustainability of the global air transport system across 193 member states.

Delegates will engage with some of the most technically demanding and politically sensitive issues in international aviation governance: how should states coordinate on the regulation of unmanned aerial systems and autonomous aircraft? What obligations do member states bear under ICAO frameworks to decarbonise their aviation sectors? How can binding safety standards be maintained when technological development consistently outpaces regulatory capacity?

ICAO is designed for advanced delegates who are prepared to conduct serious pre-conference research into both the technical subject matter and the policy architecture of international aviation law. The committee rewards precision in argumentation, depth of preparation, and the ability to translate complex technical realities into workable multilateral solutions.
